3E (in collaboration with Ugent, Th!nk E and Tri.zone) made a proposal for a new building envelope indicator and a new normalisation of the primary energy-indicator. The study was commissioned by the Flemish Energy Agency (VEA) in close collaboration with the Walloon Energy Agency (DG04).
The expectations of stakeholders from the building sector were high. Through three stakeholder meetings and subsequent feedback opportunities, stakeholders could express their concerns, expectations and ideas about the different proposals of the project team.
Contrary to common practice analysing only a limited number of reference buildings, the team made use of an advanced simulation tool allowing to analyse more than 1000 variations for each building typology, resulting in a much higher statistical significance.
A new building envelope indicator was proposed, which in time will replace the K-level and the net energy demand for heating (NEBrv). To be able to compare the quality of the total building envelope of different buildings, the indicator is normalised by the geometrical efficiency of the building, resulting in the ‘S-factor’ as the new building envelope indicator.
Secondly, the project team proposed an adaptation of the normalisation of the primary energy demand. This resulted in the ‘e-coefficient’ as the new primary energy-indicator which is to replace the current E-level. The previously communicated tightening of global building energy performance for the coming years can however easily be kept.
